Councilman Toby Bath was the sole dissenting vote.&lt;br&gt;The city borrowed $1.7 million this year from its sewer, water, garbage and other funds to stay afloat. &lt;br&gt;&lt;br&gt;They warned that the increase will bring in only $300,000, and more cuts -- and perhaps future tax increases -- may be necessary. Rankings were determined by many statistics including crime rates, school test scores, property taxes services, job growth and commute time.
